The Mayor and Commissioners elect having been qualified: C. P. Cox, Mayor; H. McNamar, J. J. Misinheimer, G. R. P. Miller, J. H. Thayer and L. J. Foil as Commissioners and on motion L. J. Foil was elected Sec & Treasurer. S. C. Fisher was elected constable. On motion a petition was given C. P. Cox to relieve him as Mayor. The old ordinances to be enforced till new ones are made. Moved and adjourn till Saturday night, May 26th ‘83.

The board met. A full meeting present. On motion C. P. Cox, Mayor elect, was released. H. McNamar was elected Mayor in his place: & the Mayor was made road overseer for the ensuing year. The Mayor ordered the Sect. to buy a Sec’s book. It was ordered by the Com’s – the Mayor list the taxable property. It was ordered that Dr. P. A. Barrier & J. W. Moose, Mess. J. M. Harkey & W. S. Hartsell were appointed a board of health for the Town of Mt. Pleasant, NC for the year 1883 & 1884. Motion to adjourn subject to a call from the Mayor.

McNamar (Mayor) was ordered by the Com- to notify all parties mention[ed] in the report of the board of health to notify all parties mentioned in same report. Adjourned subject to call of the Mayor.

The Commissioners met a full meeting presented on motion H. McNamar (Mayor) was to see the places in a former meeting and have them put in good condition also Mr. E. D. Lentz agreed to put his fish pond in good condition and keep it in the same until fall and if the health of the Town did not improve he would open his pond all at his own expense. No more business before the house a motion to adjourn subject to call of Mayor.

The Mayor called the Commissioners together to elect Registrar & Judges to hold the election on the first Monday in May 1884. Jonas Cook, J. P. was appointed Registrar and E. D. Lentz , Mag[istrate], L. G. Heilig and W. R. Rose, 2 inspectors of the election. The Mayor ordered the Tres to pay W. S. Hartsell ten cts for hauling rock on sidewalk and also to settle Cook/Foil acct. No further business, the Board adjourned to meet at the call of the Mayor.

The Mayor ordered the Town Board to meet for the purpose of closing up the business for the year beginning May 1883 till May 1884. The account of Taxes collected the above year $13603 less 5% for collecting amount $682. It was ordered by the Board that H. McNamar (Mayor) be paid $1873 for his services as road overseer also L. J. Foil, Sec & Tres be paid $5 for his services. Ordered by the board that the Tres & Sec turn over the Book. A full meeting present except one.

The Commissioners elect were call[ed] to meet by Mayor H. McNamar who was re-elected to be qualified. J. W. Moose, A. C. Barrier, W. J. Heilig, & Robert Rose were qualified by the Mayor. W. H. Fisher came in and took the oath just after adjournment to meet Monday night the 12th to organize and begin business.

Pursuant to adjournment the Commissioners met, Mayor McNamar in the chair. All present. On motion Dr. J. W. Moose was elected Secretary and Treasurer for the ensuing year. On motion or Robert Rose, W. S. Hartsell was unanimously elected Town Constable for the present of office.
Mayor H. McNamara was elected supervisor of the street[s] and sidewalks of Mt. Pleasant, NC. On motion Mr. E. D. Lentz, Dr. P. A. Barrier, Mess. J. J. Misenheimer & W. D. Shoemaker were elected a Board of Health for the Town of Mt. Pleasant, NC.
The secretary read the Town Ordinances adopted by the Commissioners for 1883. On motion they were adopted for present use to be altered and amended as deemed necessary.
On motion two additional Marshalls and two alternates were elected to serve in case they are needed, during commencement week. Mess. E. D. Lentz & S. C. Fisher elected principals & J. H. Thayer, W. D. Shoemaker alternates. Their fees to be one dollar a day when on duty.
There being no other business adjournment was in order. Adjourned to meet at the notice of the Mayor

By order of the Mayor, the Commissioners met and was called to order by H. McNamar, Mayor. Mr. A. C. Barrier was absent. Minutes of the two former meetings were read and approved. The Secretary and Treasurer’s and the Town Marshal’s Bonds were [ ? ] by the Sec., and on motion were accepted and filed. The Treasurer received from the former Treas, Ten 91/100 dollars cash, some claims of back taxes, charter and papers belonging to the Town. The following resolution was offered by J. W. Moose;
Resolved That a Committee of three from Commissioners be appointed, and that Committee to select two of the citizens of the Town to form a joint com. to devise ways and means of opening some back streets in the Town. Carried. J. W. Moose, W. J. Heilig and Robert Rose were appointed the committee. On motion H. McNamar was added to the Committee as Chairman.
On motion the Treas. was ordered to pay out moneys [sic] by order from the Mayor. There being no other business, it was moved to adjourn to meet at the call of the Mayor.

At a call meeting were present Mayor McNamar in the chair, J. W. Moose, Robert Rose & A. C. Barrier. The following ordinances were formed and adopted.
No. 22 Blowing horns, beating drums, etc. Any person who shall blow any horn, beat a drum, or with any implement make any unnecessary noise on the streets at any time, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined Two dollars for each and every offense. Bands playing in concert or any musical concert is not a violation of this ordinance.

No 23 Any person who shall engage in hollowing [sic], singing or making any unnecessary noise at night after business hours shall be guilty of a misdemeanor and upon conviction shall be fined not less than one dollar.

By order of the Mayor the Commissioners met and was called to order by H. McNamar, Mayor. the minutes of the meeting May 31st were read and approved. The Sec. read the report of the Street Committee which is as follows:
Your Street Committee having selected Dr. P. A. Barrier & Maj. L. G. Heilig citizens of Mt. Pleasant, NC and having done the work assigned beg leave to report: That starting at Main Street on Mrs. Dreher’s & May Jackson’s line run to Laban Petrea’s Mill this being the South boundary of Street thence to N. E. Corner of Cemetery. The Street to be not less than Thirty-two feet. There to run parallel with East Side of Cemetery to S. E. corner thence straight through Heilig’s field and on the line between E. D. Lentz & W. D. Shoemaker cross Albemarle St. on into Cook’s field to corner at a Flint rock near a persimmon bush, thence through J. J. Misenheimer’s field on the line between Jas. L. Lefler & the Lutheran Parsonage lot cross Main St. on the line between C. P. Cox & H. McNamar, Cox’s Stable to be the West side of the Street, an on through Ludwig’s field to near John Shoemaker’s to corner and meet College St. extended between Dr. Rose’s and the Methodist Lot. These to extend College St. North nearly straight and parallel with Main St. on the line between Jonas Cook, W. H. & C. H. Fisher & E. D. Lentz on below Shimpock’s Spring, through G. W. Blackwelder’s lot, J. H. Thayer’s, . . .

. . . Another cross St. between Jonas Cooks & College lot. These are the most practicable streets to be had about the town and hope to see them opened at as early a day as possible John W. Moose, Sec; P. A. Barrier; L.G. Heilig; W. J. Heilig; Robert Rose, Committee On motion the Report was adopted. It was moved and seconded that the Surveyor be employed to run out the Streets of Mt. Pleasant, NC. Carried. On motion, W. S. Hartsell and the Mayor were appointed to have the Surveying done. Moved to adjourn and dismissed by the Mayor to meet at his call.

Read a Second report from the Street Committee as follows: A further report of your Street Committee which we lay leave to report as follows: Stopping College at Jonas Cook’s & E. D. Lentz’s line. Then continuing the Street between Jonas Cook and College lot and on between E. D. Lentz and College lot to a certain place noted, then run North parallel with Main St., through Lentz’s, Kindley’s, Blackwelder’s, Thayer’s and Freeze’s lots to corporate limits. Respectfully Submitted, J. W. Moose, P. A. Barrier, L. G. Heilig, Committee. On motion the report was adopted. It was moved and seconded that we discard College St. at Jonas Cook’s and E. D. Lentz’s lots and substitute that offered in the second report of the. . .

. . . Committee. Carried. The Mayor reported that the Survey had been made as directed and was read which is a follows: Beginning at a Stake in J. H. Thayer’s lot said stake being 40 poles & 15 links from Main St. and also the middle of a new to be designated as “Fair View.” Thence N ½ E. beyond the limits of the corporation, also from said stake S ½ W 86 poles to a Stake about one pole from Lentz’s line on College lot, the middle of a new St. to be designated as “Pine St.” Thence running in Pine Street Parallel with College line to Main St. 49 poles passing the eastern edge of College St. at 26 poles & 18 links, said College St. bearing S2W from Pine St. Walnut St. was extended, the bearings from a persimmon near Laban Petera’s well N88E 30 poles & 20 links to Main Street and South 89E 35 poles to the NE corner of Graveyard. Thence with Graveyard. Thence S14W 100 poles & 11 links to a Stake in M. Cook’s field, the line being the West Side of a new St. to be known as Union St. N88½W 60 poles & 19 links to a stake opposite C. P. Cox’s Stable, crossing Main St. at 12 poles & 16 links from said Stake. Thence (Spring St. continued) N86W 25 poles & 5 links to a Stake corner of Ms. Ludwig’s dower. Thence (Spring St.) N63W 49 poles & 10 links beyond corporate limits to said Mrs. Ludwig’s line to a stake with hickory for witness, said hickory being S86W 8 feet from corner.
College St. is extended S35½W along Dr. Rose’s line, passing stone corner of Church lot and crossing Mrs. Ludwig’s lot at gate thence along said Mrs. Ludwig’s line to the Stake near the hickory at the termination of Spring St. H. T. J. Ludwig , Surveyor. Due for Surveying $2.
On motion the survey was adopted with the names of the new Streets as designated in the Survey. Moved and seconded the Sec. be appointed to wait on Mr. Cook in regard to continuing the Streets or laying off new ones in his field and if he wished it done to notify the St. Committee . . .

Mt. Pleasant, NC August 8th, 1884
By Order of the Mayor the Com. Met. W. J. Heilig absent. The following was transacted: Whereas there has been pilfering or attempt to rob or murder in various parts of the Town, and whereas it has been advised by many of the citizens to take steps to guard the town; therefore, we the Board of Commissioners order the Marshal to endeavor to secure voluntary labor to guard to the town, by placing four police on the Streets at night, one on each street leading from the Square. Unanimously adopted. The Town ordinances were amended by adding the following ordinance.
No. 24 Tramps and Idlers All tramps and persons without visible means of support lingering or remaining the town, shall be taken up by the authorities and failing to give satisfactory report of such conduct shall be dealt with according to law. On motion adjournment.

. . . It was ordered to pay W. S. Hartsell one dol. for extra services as marshal. On motion the Secretary was ordered to list the Taxable property in the Town of Mt. Pleasant, NC from the returns in the County Clerk’s Office. Report of your Sec. To see Mr. Cook in regard to continuing new streets or laying off these says that Mr. Cook advises to leave it as it is. Report was received. The following report was read: The town Commissioners thinking it advisable to have some streets laid off have done so with as little prejudice to citizens as possible through a commission created by them. Now this petition is presented to all those that will be interfered with by said streets who may sign their names underneath as being willing to donate without charge or claim of damages for said streets; and taking it for granted that those not signing this instrument as being opposed to giving said right of way will be dealt with according to the charge and to law provided in such cases.

Mt. Pleasant, NC Aug. 23rd, 1884
Commissioners met with H. McNamar, Mayor, in the chair. W. J. Heilig absent. Minutes of the last meeting read and received. On motion of A. C. Barrier, the following was unanimously adopted: Notice is hereby given that all persons who own lands on which run the new Streets, as surveyed and in town of Mt. Pleasant, NC; and who object to opening the same, shall appear before the Board of Commissioners on the 15th day of Sep. 1884 at 8 o’clock a.m., then and there to file complaint why said streets shall not be opened for the benefit of the public and the growth of the town. If the complaint of the party or parties adverse to giving the right of way for the streets is not satisfactory to the Board and the matter adjusted: Then all lands touching the survey shall be condemned for the use of the streets, and the opposing party shall, as directed by the Charter, select a freeholder other than H. C. McAllister, Esq. Whom Board has elected to arbitrate damages, and those two shall proceed at once to arbitrate according to law. It was ordered that the above be posted in three public place[s] in the town, and that the Marshal serve it on each of the opposing party by reading them the contents of the above. On motion, adjourned.

Mt. Pleasant, NC Sept. 15th, 1884
The Commissioners met according to previous appointment with Mayor McNamar in the chair. All present. The minutes of the last meeting were read and approved. C. P. Cox appeared and stated objections to forming a Street in his lot; and as the matter could not be adjusted it was referred to a committee of arbitrators and following report was made in substance: That the Town build Mr. C. P. Cox a plank fence from Main Street to his Stables and take the rails that are there. On motion the report was received. J. J. Misenhimer appeared and offered the ground for the street if the Town would make two lines of fence such as he had made around his pasture and his proposition to stand good for this term of office and longer if necessary. On motion the proposition was accepted for consideration. E. D. Lentz appeared and granted the right of way from Main St. to the Cemetery on his Laban Petrea lot and ordered that the street be made straight over the well &c. May Jackson, col. appeared and claimed twenty-five dol. As damages to his lot; it was not accepted and the matter was referred to arbitrators who reported in substance as follows: That the Town buy a corner cut off by the street from Jno. M. Harkey’s lot and give it to May Jackson, col. to which he consented. On motion the report was accepted. Maj. L. G. Heilig made an offer that he would give the right of way if the Town would make a rail fence on [the] East side of street to be opened through his pasture. The Board agreed to accept the proposition. E. D. Lentz objected to opening through his Tan Yard lot and the matter was not determined. On motion the Board adjourned to meet next Saturday night at early candle light.

C. Barrier, Robert Rose, W. J. Heilig & John W. Moose were present, not being a full meeting and no chairman present, the meeting adjourned to meet next Monday night. At this function the Mayor McNamar appeared and call[ed] the Board to order. The minutes of the previous meeting were read and received with a few corrections. W. H. Fisher came in. E. D. Lentz came before the Board and made a proposition that if he Town would buy of Maj. Heilig a quantity of ground equal to that required of him for the Street and add it to the back of the Tan Yard lot, then he would give the Street where it is asked. On motion the proposition was accepted for consideration. Moved to adjourn to meet next Wednesday night.

Heilig Ten Dollars for the amount of ground necessary to satisfy E. D. Lentz for the right of way for a Street through his Tan Yard lot. On motion, the survey was made to read from S. E. Corner of Graveyard: Thence S15W instead of South 14W to run to Franklin St. Also Walnut St. was straightened from Main St. on or near Mrs. Dreher’s line to NW corner of graveyard. Moved and seconded that three citizens be appointed to revise and reassess the taxable property, according to law, in the Town of . . .

The Commissioners met at the call of the Mayor H. McNamar who ordered Robert Rose to take the chair, and at once handed in his resignation as Mayor of the Town of Mt. Pleasant, NC. The Secretary read the resignation and after much discussion and deliberation, the resignation was ordered to be laid on the table. It was ordered by the Board that the Tax list be changed as follows, viz: J. J. Misenhimer’s tax be increased by 1 lot worth $12 & 25 acres of land lying in the corporation at 10 dol per acre. M. Cook’s tax to be increased by raising 8 acres of land in the corporation from 4 dol to 8 dol per acre. There being no other business moved to adjourn to meet at the call of the Mayor.

The Commissioners met at the call of the Sec. W. J. Heilig absent. Com. Rose called the meeting to order in the absence of H. McNamar, Mayor. The minutes of the last meeting were read and stood approved. On motion A. C. Barrier, the resignation of Mayor McNamar was taken up and accepted.

Robt. Rose was elected Mayor in motion of J. W. Moose to fill the unexpired term of office, and was qualified as Mayor by Jonas Cook, J. P. Maj. L. G. Heilig made a proposition through the Sec. that the Town make a fence on the West side of the Street to be opened through his pasture instead of that on the East Side, as accepted before on fig 12. For that purpose use the rails that are there and furnish sufficient to complete the line of fence to the graveyard.
The Mayor was made St. master and have power to draw on the Treas. For funds to meet his expenses. There being no further business the board adjourned to meet at the call of the Mayor.

The Board met at the call of the Mayor Rose in the chair. The minutes of the last meeting were read and stood approved. Ex. Mayor McNamar made his report of his finances which were found to be correct. He turned over to his successor Tools belonging to the town as follows: 4 shovels, 1 pick, & 1 mattock. He made claim on the town for Ten 77/100 dol for services which was [sic] ordered to be paid. There being no other business on motion adjourned to meet at the Mayor’s call.

On motion Maj. L. G. Heilig was appointed Registrar, W. R. Rose & W. T. Tucker, judges to hold the election on the 1st Monday in May to elect a Mayor and five Town Commissioners. No other business before the board adjourned and to meet at the call of the Mayor.

The Board met, all present, Mayor Rose in the Chair. Minutes read and approved. The Tax collector’s books and the Treas. Books were examined and found correct. It was ordered to pay W. S. Hartsell Five Dollars for office rent and for services rendered the Town. No other business adjourned to meet next Wednesday night.

The Board met and were qualified by the Mayor. G. R. P. Miller, the new member elect, Jno W. Moose, W. J. Heilig & W. H. Fisher re-elected members were present. A. C. Barrier absent. The Board completed its organization by electing J. W. Moose, Secretary and Treasurer. W. S. Hartsell was elected Town Constable. George W. Blackwelder came before the Board to get his Dog tax refunded on the plea that the dog was not his but was at his house only as a visitor. The Board ordered one half (25¢) to be refunded. Moved that the Town ordinances adopted for last year be used for this year until repealed.

On motion Dr. P. A. Barrier , Capt. Jonas Cook, Prof. G. T. Scheaffer and Mr. D. A. Sides were elected a Board of Health for the Town of Mt. Pleasant for the present official year. The Board adjourned to meet next Saturday night.

The Board met according to adjournment. A. C. Barrier re-elected member was qualified by the Mayor. W. H. Fisher absent. Two ordinances enacted by the Board of Commissioners on the 20th day of May, 1881 were taken up and amended as follows and then on motion were adopted. The Ordinances,
No. 25 Peddlers, etc.
That any person, not doing a permanent business in the Town of Mt. Pleasant, who shall peddle or set up a shop or tent within the corporate limits of said Town for the purpose of selling candies, ice cream, or any other goods or merchandise – except the products of the farms, – shall pay a tax not exceeding Five Dollars nor less than Twenty-five cents per day to the Tax Collector. The Mayor of the Town shall have power to assess the Tax in a just proportion to the extent of the business.
No. 26 Photographers, etc.
That any person whose business it is to take Photographs or pictures, and who shall set up for such business within the corporate limits of the Town shall pay a Tax of Fifty cents per month to the Tax Collector.
It was ordered by the Board that the personal taxable property of the Town within the corporation be listed from the County returns as made out in the Register’s Office, and the real estate will be listed by L. The Secretary was ordered to consolidated the town Ordinances on one sheet and have fifty copies struck off for posting. The Treasurer was not present to give his bond. Pleasant, That no party or parties shall erect and use steam engines or fire works of any kind that would hazard or in any way damage any person or property within the corporate limits of the town, without first having obtained permission from the proper authorities. Any party or parties violating this ordinance shall be liable to an indictment and be fined not exceeding fifty dollars for each and every offense and ten dollars for each successive day that such be allowed to remain. Misenheimer it was agreed to amend Ordinance No. 28 by striking out the words “without first having obtained permission from the proper authorities.” It was further ordered that the Sec. rewrite Ordinance No. 28 as amended and post up in three conspicuous places. The Board next listened to a proposition on the part of W. R. Kindley relative to the removal of his cotton-gin and other machinery, beyond the corporate limits of the town. On motion W. R. Kindley’s proposition was received, viz: To grant him an indemnity of sixty-five, 65 dollars and he remove his cotton-gin and other machinery beyond the corporate limits of the town. Ordinance No. 2 was amended as follows. The words “not exceeding,” inserted before “fifteen” in last line. In ordinance No. 26, “fifty cents” was changed to “one dollar.”

It was ordered that the Mayor be authorized to ascertain the cost, terms &c for a Pump, to be placed in the public well, and report same to a meeting of the Board.
The Town Ordinances now in force were revised with some additions. (Copy of which is with the Mayor). The Secretary was authorized to contract with Walter Heathcock to print the Town Ordinances as revised at this meeting. Adjournment to meet at the call of the Mayor.

Mayor’s Office May 21st, 1889
Mayor and Commissioners met at the call of the Mayor. G. W. Blackwelder being absent. The Mayor made his report as authorized at last meeting. The report was received. It was ordered that the Mayor procure a Pump for the public well and attend to having it properly adjusted and procure such materials as may be needed for same.
The Mayor and Secretary were appointed a committee to settle the bill with the printer for printing the town ordinances.
James L. Lefler was elected town Constable.
The Sec. was authorized by the Board to append the following certificate to the town ordinances; viz – I, J. M. Hendrix, Secretary of the Board of Commissioners of the town of Mt. The Board of Commissioners met at the call of the Mayor. The Bond of J. L. Lefler, Constable elect, was received. He was duly sworn in by the Mayor. The Mayor reported that he had a pump placed in public well on trial; and that the repairing of the well house had been completed. The bill of Jesse Heathcock $300 for repairing the public well house, Lumber &c was ordered to be paid. The consideration of the bill of Walter Daniels .75cts for cleaning out the Public well was laid over till next meeting.
It was ordered by the Board of Commissioners that J. M. Hendrix, a commissioner, be authorized to act as Mayor during the Mayor’s absence. J. M. Hendrix was duly sworn in as Deputy Mayor to serve during the absence of the Mayor. Adjourned to meet at the call of the Mayor.

The Commissioners met at the call of the Mayor. Present, W. A. Elliott, Mayor; G. W. Blackwelder, D. A. Sides & J. M. Hendrix, Commissioners. Bill of J. D. Barrier for 50cts was ordered paid. The commissioners ordered that the street overseer buy for the use of the town two picks to cost $130. Was ordered that the Treas. pay Walter Davids 50cts for cleaning out the public well. Was moved and carried, that the street overseer take charge of the tools of the town, and not to lend them out under any circumstances. Adjourned to meet at the call of the Mayor.

The commissioners met at the call of the Mayor. The street overseer was authorized to by a grass scythe for mowing grass on the streets. It was ordered that the Treasurer pay D. F. Barrier Nineteen & 97/100 Dollars, the same being in full for Pump and Waste pipe at the public well. There being no other business before the Board, the meeting adjourned to meet at the call of the Mayor.

The object of this meeting as stated was to consider the levying of a tax to meet the current expenses of the town. Was ordered that a tax of ten cents on the $100 worth of property, thirty cents on the poll and twenty five cents on the dog be levied. Ordered that the Secretary make out the Tax Book at once and require the constable to collect the same at once. Ordered that the Treasurer pay W. R. Kindley $195 for a/c in full for lumber.
Was ordered that the street overseer procure 500 ft of good heart white or post oak limber for repairing bridges. Plank to be 11/2 x 6 x 12 ft long, sills 4 x 6 x 12 feet long. Adjourned

Ordered that the secretary advertise the annual election for the town of Mt. Pleasant, N. C. for Mayor and five Commissioners to be held on Monday the 5th day of May next. Jonas Cook was appointed Registrar and C. G. Heilig & J. M. Hendrix were appointed inspectors.
Ordered that the Town Constable collect all taxes due at once and pay over same to the Treasurer. Ordered that a notice of the above be posted at three different places in town. Adjourned to meet at call of Mayor.

Fisher was appointed to examine the condition of the cellar under the Roger’s House and report at next meeting. The ordinances adopted last year were read and adopted. Mayor’s Office Mt. Pleasant, NC May 26, 1890
The Board of Commissioners met there being present, W. A. Moose, Mayor, L. J. Foil, W. H. Fisher, J. H. W. Eudy & H. T. J. Ludwig. The minutes of previous meetings were read and approved. The Treasurer submitted his bond which was read and certified. W. H. Fisher reported that he had examined the cellar under the Rogers house and found it dry and left it closed.
On motion it was agreed that the maximum price for good hands to work in the Street shall be 75cts per day, other hands to be paid such prices as the overseer may agree to give. The street overseer was directed to employ hands and give the streets a general repairing, putting then in good condition.
The Treasurer reported $42.40/100 in hand. Ordered that the Sec. & Treas of last year be allowed five dollars ($5 00/100 ) for services during that time the Board of last year having failed to make the appropriation. The Sec & Tres. elected with the approval of the Board appointed H. T. J. Ludwig, Asst. Secretary. On motion the Street overseer is allowed one dollar per day when actually engaged on the Streets. The minutes were approved and the Board adjourned to meet at the call of the Mayor.

The matter of levying a tax to meet expenses during the current year was discussed. J. H. W. Eudy entered during the discussion.
Ordered that a tax of fifteen (15) cents on the hundred dollars valuation of property -, forty-five (45) cents on the poll, and twenty-five (25) cents on dogs be levied. Ordered that the Mayor purchase a true receipt book, of suitable size to meet the requirements of this year.
The following ordinance was introduced and adopted.
Be it ordained by the Board of Commissioners for the Town of Mt. Pleasant, That any person or persons who shall tear up any bridge or shall aid in tearing up of the same, or shall place any obstruction in any street or alley, or shall remove any gate or other property, within the corporate limits of the town without being duly authorized to do the same, shall be guilty of a misdemeanor and upon conviction thereof shall pay a fine of not less than one dollar or more than five dollars for each and every offense.
On motion ordinance No. 9 was amended by inserting “or damage” after the word “destroy” at the end of first line and beginning of second. The ordinance will then read: Any person who shall willfully destroy or damage any of the planted shade trees, & . . . .

Commissioners met. Present, A. W. Moose, J. H. W. Eudy, L. A. Lentz, L. J. Foil & H. T. J. Ludwig & W. H. Fisher. The meeting was called to order by the Mayor A. W. Moose. J. L. Lefler appeared and tendered his bond as tax collector & constable for the current year. On motion the bond, L. M. Barrier & L. J. Foil being sureties was accepted, the amount of bond being four hundred dollars.
The secretary reported that the tax list had been made and as directed by the Com. and is ready for delivery to tax collector. On motion it was ordered that the tax list be turned over to the collector and that he proceed to collect the taxes for the current year.
The Mayor was requested to ascertain the prices of street lamps and report at next meeting. Adjourned to meet at the call of the Mayor.

The object of the meeting as explained by the Mayor, was to devise some means whereby the shooting in the streets – at night, shall be suppressed and also to consider what can be done to protect the trees planted along sidewalks, it having been reported that unknown parties have been breaking and otherwise damaging the trees. On motion it was agreed to elect three additional constables to aid in enforcing the town ordinance. W. H. Fisher, J. H. W. Eudy, & C. A. Shankle were duly elected to serve during the current year. Secretary was ordered to notify the additional constables of their election. Adjourned.

The Board of Commissioners met at the call of the mayor, there being present L. J. Foil, Mayor, P. A. Barrier, D. A. Sides, A. M. Allman, H. T. J. Fisher & J. M. Hendrix.
The Mayor stated the object of the meeting. 1st that Prof. C. L. T. Fisher asked for one hand one day on street at the expense of town and 2nd that the town funds were about exhausted, the work on streets being unfinished, and asked if the commissioners would borrow some money, say $25 00, and finish the work. He stated that he thought $25.00 borrowed money, with what is now in the treasury, would complete the work. On motion the com. granted the request of Prof. Fisher to furnish one hand one day to work on street under the direction of Prof. Fisher. On motion the Sec & Treas was authorized to borrow Twenty five ($25.00) dollars in order that the work on the Streets be completed. On motion it was ordered that the taxes for this year be levied as follows. Twelve cents on the hundred dollars, Thirty-six cents on the poll & Twenty five cents on dogs (special). Adjourned.

The Town Ordinances of the year 1892 were adopted and all laws in conflict thereto are hereby repealed. On motion the Mayor was authorized to see after the Street Lamps, to have them repaired and lighted at no cost to the town except oil. Adjourned to meet May 15th at 8 PM.

The following was unanimously adopted as substitute for Town Ordinance No. 26 to wit:
Any person who shall hang a new gate or rehang an old one on any of the streets within the corporate limits of the town shall hand the same so that when open, it shall not obstruct any part of the side walk. Any person violating this ordinance shall be fined five dollars – and one dollar for each month the gate is left so handing and any person leaving a gate open so as to obstruct the side walk shall be guilty of a violation of Ordinance No. 10.

Hartsell was elected to fill the unexpired term. Hartsell being present the oath of office was duly administered.

James L. Lefler handed in his bond as constable, and was duly sworn in by the mayor. The following ordinances were submitted for adoption, action being deferred to the next meeting of the Commissioners, viz:
It is enacted that any person who shall willfully interrupt, or disturb any public or private school, college or Seminary in the town of Mount Pleasant, or who shall in any way interfere with the pupils of said schools, or who shall unlawfully assemble on the grounds or in the buildings, or who shall assemble on any street near said school for the said purpose, or who shall injure or deface any of the said school buildings shall be guilty of a misdemeanor and fined the sum of $25.
It is further enacted that any person who shall in any way interfere with and disturb and dis-quiet any assembly or congregation of persons assemble for divine worship, within or near a place of assembling, or in any way obstructs or molests said persons in the act of assembling or departing from the place of assemblies shall be guilty of a misdemeanor. The Mayor explained the object of the meeting to be to consider the matter of levying the tax for this current year.
On motion it was ordered that a tax of six & one third (61/3cts) on the hundred dollars valuation of real and personal property, nine-teen (19cts) cents on the poll, and twenty-five (25cts) cents on dogs be levied to defray the expenses during the current year. Ordered that the Mayor have the old lamp at college repaired, or in case it can not be repaired, purchase a new one for the post at that place. The Secretary was instructed to make out tax list and turn the same over to the Town Tax Collector, as soon as may be convenient. Adjourned.

The Mayor announced that Jesse Hathcock a member of the Board of Commissioners, having moved to Charlotte, and that in consequence thereof there is a vacancy. On motion M. L. Buchanan was elected to fill the vacancy, and having been duly qualified took his seat as a member of the Board.
The following communication from Prof. C. L. T. Fisher was read (read by Prof. Fisher himself) and ordered to be placed on the minutes:
To the Town Council of Mt. Pleasant, N. C.
I want to appeal to your honorable body for permanent relief from street annoyance by all young men who have been habituating, or who may hereafter have a disposition to habituate the streets near and in full view of the Seminary [Mont Amoena]. We have patiently endured this interference for three years and the time has come when patience ceases to be a virtue. It is a manifest injustice to us in view of the fact they force themselves upon us within the community of the Seminary and deport themselves in such a way as greatly to annoy and injure us, when we have no Recourse against their enforced presence. They without offence [sic] are in the aggressive, and we are without defense. It interferes seriously with one’s work in several ways . . .

. . . It encourages among our pupils a violation of our rules.
It creates antagonisms against the authorities in there enforcement of order in the school.
It diverts attention from our daily work and interferes with our best success.
Experience has shown us the facts. In view of them, we can not and will not endure this annoyance longer. We have been slowly coming to the conviction that if we can not have relief from this interference we can not permanently succeed. If you differ with us, or can not give us relief, the only honorable thing for us to do is to let some one take our place who will agree with the police in vogue. We hope this will not be necessary, but we refer to it in view of the fact that once before, we appealed to your body without effect. We most respectfully ask again that you pass the proposed ordinance drawn up by that able legal authority-, ex-Solicitor Long, and authorize the Mayor to enforce it promptly and in ever instance. (We ask this especially for the above reasons and in view of the great interests at stake, and further also, because we believe that it is the inalienable right of every individual and rightful corporation to enjoy the pursuit of live, peace and happiness undisturbed.

Commissioners met at 9 O’Clock. All present except Mr. W. H. Fisher. Mr. J. L. Lefler presented his bond as town constable having as signers of said bond, Messers W. R. Kindley and A. W. Moose. The bond accepted by a unanimous vote. The following motion was made & passed unanimously: Resolved that the pay for road hands shall not exceed 65 cents per day, and that the remuneration of the Supervisor shall be one dollar per day. The Town Constable was duly sworn in by the Mayor according to legal formula. The town ordinances previously in force were continued by a unanimous vote.

The Mayor and Commissioners of the Town of Mt. Pleasant elected on the first Monday of May, 1897 met. Present A. W. Moose, Mayor. Commissioners: H. T. J. Ludwig, W. W. Dry, R. L. McAlister and Jonas Cook. Absent Dr. C. H. Barnhardt. Jonas Cook, J. P., administered the oath of Office to A. W. Moose, as Mayor. Whereupon A. W. Moose administered the oath to the commissioners. Jonas Cook was elected Secretary and Treasurer of the Board, and Jas. L. Lefler Town Constable or Marshall. On motion the Secretary & Treas. and the Town Constable were required to file their bonds in the sum of five hundred dollars ($500.00). On motion it was ordered that the town ordinances heretofore in force be and the same are hereby adopted for the ensuing year. At this moment, Dr. C. H. Barnhardt came into the meeting and was sworn into office by the Mayor. On motion the following ordinance was adopted. Viz: Be it enacted by the Board of Commissioners of Mount Pleasant, NC and it is hereby enacted by authority of the same: That in all cases, under the existing ordinances of the town of Mount Pleasant, NC where a fine is imposed for a violation of any of said ordinances, and the party or parties, on whom such fine is imposed, refuses or fails to pay the fine or fines imposed by the Mayor, shall be confined in the county jail not more than thirty days, and shall be worked on the public roads of the county in the chain-gang until the expiration of the sentence of the mayor’s Court.

C. and it is hereby ordained by authority of the same, that any person or persons who shall violate Sec. 7 of Chapter 58 of the laws of North Carolina 1891, which reads as follows, viz: “It shall be unlawful for any person or persons within three miles of said Mont Amoena Female Seminary to buy, sell give away or otherwise dispose of any spirituous liquors, or to buy or sell wine or malt liquors as a beverage, and any person or persons so offending shall be guilty of a misdemeanor and upon conviction thereof before any Justice of the Peace in Cabarrus County, be subject to a penalty of Fifty dollars. One-half to the person suing for the same and the other half to the use of said Mont Amoena Female Seminary, or be imprisoned not exceeding thirty days or both at the discretion of the Court.” shall on conviction thereof be fined not exceeding Five dollars. Resolution was adopted, Viz” Resolved that the mayor is hereby authorized to employ a person to act as police at $10.00 per month to May 1, 1998; and it shall be the duty of such person to endeavor to keep order in the town and to work on the streets.

“Be it ordained and it is hereby ordained by the Board of Commissioners for the town of Mt. Pleasant N. C.: That any person who shall without the permission of the Principal or Vice Principal of Mont Amoena Female Seminary, willfully interrupt or attempt to interrupt by word, sign or otherwise, any duty of a student of Mont Amoena Female Seminary or any prescribed exercise mental or physical, whether within or without the premises of said seminary shall be deemed guilty of a misdemeanor, and upon conviction shall be fined five dollars for each offense.

Kindley and Dr. M. A. Foil as securities. On motion the bond was received. On Motion C. H. Fisher’s proposition to become town Marshall was accepted which is a follows viz: (I propose to work three days in each week and be on duty as policeman every evening from 5 o’clock to 10PM. Public days be on duty as policeman all day or such part as the Mayor may deem necessary. And shall collect taxes on any day that the Mayor may order. Any police duty that is performed during the days in which I am working the streets the fees of such duty I will receive and they be charged to my acct. Any fees collected while on duty as policeman for any arrest the same. I shall receive for the performance of such duty. This contract shall remain in force for six months and I shall receive eighty dollars for the faithful performance of the above contact.)

Pleasant and send the same to the General assembly of NC now in session to so change the charter of the said town by striking out 20cts on the hundred dollars worth of property and 60cts on the poll and insert instead their [sic] on 30 and 90. The Mayor & commissioners of the town Mount Pleasant, elected on the first Monday of May 1899 met: Present Jonas Cook, Mayor: Commissioners Rev. Paul Barringer, A. M. Allman, A. M. Nussman & C. H. Barnhardt. Absent Prof. H. T. J. Ludwig, Commissioner. A. W. Moose, retiring Mayor administered the oath of Office to Capt. Jonas Cook as Mayor. Whereupon Jonas Cook , mayor administered the oath of office to the Commissioners. C. H. Barnhardt The object of the Mayor in ordering a meeting was to discuss the question of quaranteening [sic] the town against Smallpox in the Gold Hill mines. The following ordinance was passed.
“Be it ordained by the Board of Commissioners for the town of Mt. Pleasant NC and it is hereby ordained by authority of the same, that no person or persons who have been exposed to small-pox or who are coming from a locality where there is or is supposed to be small-pox shall be allowed to go out upon the streets of said town of Mt. Pleasant or come in contact with any of the citizens of said town not so exposed or to come within the corporate limits of said Town. And any person or persons violating this ordinance shall be fined $5.00 for the first offense and of the second offence [sic] shall be imprisoned or sent to the chaingang.
D. E. Tucker was elected town Constable and road over-seer & collector of back taxes – his pay to be fifteen dollars ($15.00) per month & all fees . Having completed the business of the meeting the Com. adjourned.

At the call of the mayor the Commissioners met at 8 o’clock PM. Present. Jonas Cook, Mayor and Rev. Paul Barringer, Prof. H. T. J. Ludwig, A. M. Allman, A. M.Nussman & C. H. Barnhardt, Commissioners.
A motion was carried to levy twenty five cents (25¢) tax on the one hundred dollars worth of property & seventy five cents (75¢) on the poll for the present time.
The Sec’y & Treas presented his Bond signed by W. R. Kindley & A. W. Moose which was accepted. On motion Dr. P. A. Barrier, Dr. M. A. Foil, and C. G. Heilig, Eng. were elected a Board of Health for the town of Mt. Pleasant. Whose duty it shall be to frequently visit all places in said town and places contiguous thereto and discover ??? may be detrimental to public health and report the same to said commissioners that proceeding may be had to correct and remedy said evils to the public health according to law. And for which purpose the said Board of Health given power & authorized to enter into & upon all places in the discharge of their duty.
A motion was carried to amend ordinance No. 1: lines 9 & 10 so as to read “Obscene, profane, or boisterous language”.
On motion July 1st was fixed as the date of the beginning of the Road overseer & Policeman’s year. And the Mayor was authorized to contact with the policeman for the coming year, his wages not to exceed fifteen dollars ($15.00) per month.
The Treasurer reported that Thirty Dollars & 37¢ ($30.37) had been turned over to him by the former Treasurer: Also the Mayor reported Thirty Dollars ($30.00) fines turned into the Treas. since the Com. last meeting.

A motion was carried to work & straighten the street from Capt. Jonas Cooks & the Woods spring & also to open certain side streets given the town in that vicinity & which [have] not been opened.
On motion the Mayor was authorized to appoint a Com. to repair the town Calaboose. The Mayor appointed Rev. Paul Barringer & A. M. Nussman said Com.
Mr. Nussman was ordered to pay Miss Jennie Skeen for type-writing ordinances .50¢. Jake Dry for 3 days work on streets 1.20 and to settle with Policeman to July 1.

Ordinance No. 1. That any person who shall within the corporate limits of said town, commit an affray, or shall commit an assault and battery upon any person, shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be fined Fifteen dollars, or be imprisoned thirty days.
Ordinance No. 2. That any person who shall within the corporate limits of said town, use any profane swearing or cursing or indecent, obscene or abusive language, or sing any blackguard or obscene song, or whoop or halloo so as to annoy any person, or be guilty of any indecent exposure of person, or be guilty of any indecent conduct, or be guilty of any of said above acts, shall be deemed guilty of a misdemeanor, and where conviction thereof, shall be fined Fifteen dollars, or be imprisoned thirty days.
Ordinance No. 3. That any person who shall exhibit himself in a state of intoxication, within the corporate limits of said town shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined Five dollars, or be imprisoned for ten days.

Ordinance No. 4. That no person shall fire any kind of firearms or fireworks of any description within the corporate limits of said town. Any person or persons violating the provisions of this ordinance, shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined Fifteen dollars, or be imprisoned thirty days.
Ordinance No. 5. That any person or persons who shall run, ride or drive any horse or other animal at a rapid and unusual rate of speed through any of the streets, within the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined Five dollars or be imprisoned ten days.
Ordinance No. 6. That no person or persons shall ride, drive or lead any horse, cow or other animal on any of the sidewalks within the corporate limits of said town. Any person or persons violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined one dollar or be imprisoned two days.

Ordinance No. 7. That no person shall hitch any horse, cow or other animal to any of the shade trees, fence or railing in any manner as to obstruct the sidewalks within the corporate limits of said town. Any person violating this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined one dollar or imprisoned two days.
Ordinance No. 8. That any person who shall recklessly or carelessly let down a bucket or handle the pump or other apparatus used in drawing water from the public wells within the corporate limits of said town in such a manner as to injure the bucket, pump or other apparatus or any of the fixtures of said wells, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined Two dollars and fifty cents, or be imprisoned five days.
Ordinance No. 9 That any person who shall after having been notified by the Mayor, policeman or other officer to not do so, feed any horse, cow or other stock on any of the streets within the corporate limits of said town, or shall camp with any wagon or cart in any of said streets, or shall allow any vehicle of which he is the owner or which is in his control, to stand or remain overnight in any of said streets shall be deemed guilty of a misdemeanor and upon conviction thereof shall be . . .

Ordinance No. 10. That no person shall exhibit a stud horse or Jack or let or try to let a stud horse or Jack to a mare or jennett in any exposed place within the corporate limits of said town; and any person, so offending, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined five dollars or imprisoned ten days.
Ordinance No. 11. That any person who shall knowingly or repeatedly allow his horse, mule, jack, jennette, cow, hog or other stock to run at large within the corporate limits of said town shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined one dollar, or be imprisoned two days.
Ordinance No. 12. That any person or persons who shall, in any way, manner or form, obstruct the streets, alleys or sidewalks within the corporate limits of said town shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined one dollar or be imprisoned two days.
Ordinance No. 13. That any person or persons who shall throw balls for practice or sport in the streets within the corporate limits of said town shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined one dollar or be imprisoned two days.

Ordinance No. 14. That any person who shall sweep or empty any store or office sweepings, papers or trash of any kind, or place any brush, leaves, grass or other sweepings or cleanings of a yard or lot on any sidewalk or in any street or ditch except for repairing said streets within the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined one dollar, or be imprisoned two days
Ordinance No. 15. That any person who owns or is in possession of a bitch and shall allow the same during the erratic period to run at large within the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined ten dollars, or be imprisoned twenty days. If the owner or possessor of such bitch is not known, such bitch shall be deemed a nuisance and it shall be the duty of the town marshall or policeman to kill her.
Ordinance No. 16. That any person who shall willfully destroy or damage any of the shade trees along the streets or sidewalks within the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined five dollars or be imprisoned ten days.
Ordinance No. 17. That any person who shall keep a defective stove pipe or chimney flue within the corporate limits of said town, and . . .

. . . shall fail to proceed to repair or remove the same within five hours after having been notified by the mayor, town marshall or other officer to do so, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined five dollars, or be imprisoned ten days.
Ordinance No. 18. That any person who shall knowingly allow a dead carcass or any portion thereof to remain upon his premises within the corporate limits of said town longer that twelve hours, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined Five dollars, or be imprisoned ten days.
Ordinance No. 19. That any person who shall deposit or assist in depositing the carcass of any dead animal or flow or any portion thereof, or any decayed fruit or vegetables within the corporate limits of said town without burning the same shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined five dollars or be imprisoned ten days.
Ordinance No. 20. That any owner or the guardian or any owner, or any premises or lot upon which there is a cellar or sink within the corporate limits of said town, who shall allow water to accumulate and become stagnant is said cellar or sink shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined five dollars or be imprisoned ten days.

Ordinance No. 21. That any owner, lessee or renter of any premises or lot upon which there is a privy or hog pen within the corporate limits of said town, who shall suffer said privy or hog pen to become offensive in smell shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined five dollars or be imprisoned ten days.
Ordinance No. 22. That no person or persons shall tie or in any way attach, or assist thereat, a tin can or any vessel or other implement to any dog or other animal or use turpentine on any dog or other animal within the corporate limits of said town, for the purpose of frightening and causing such dog or other animal to run through any of the streets or public places of said town. Any person or persons violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined five dollars or be imprisoned ten days.
Ordinance No. 23. That any person or persons who shall, for the purpose of sleeping, playing cards or other games, enter into any church, barn or vacant house within the corporate limits of said town, without the permission of the owner or the person in charge of such church, barn or vacant house, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined Five dollars or be imprisoned ten days.

Ordinance No. 24. That no person who has been in attendance upon or in a house with any person stricken with cholera, small pox or scarlet fever or been in any city, town or other place infected with any such diseases, shall within fifteen days thereafter, without the permit of the Chairman of the Board of health of said town countersigned by the Mayor, enter into the corporate limits of said town or go upon any of the streets of said town. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined ten dollars or be imprisoned twenty days.

Ordinance No. 27. That any one who shall deliver or convey to any person or persons any intoxicating liquors as a beverage with the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined fifteen dollars or be imprisoned thirty days.
Ordinance No. 28. That any person or persons who shall willfully interrupt or attempt to interrupt by word, sign or otherwise any student, at any public or private school within the corporate limits of said town, in the performance of his or her duty as a student; or in like manner interrupt any prescribed exercise, mental or physical of such student or students whether said student or students shall be within or without the premises of such public or private school, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined five dollars or be imprisoned ten days.
Ordinance No. 29. That any person who shall ride a bicycle on any sidewalk, within the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined one dollar or imprisoned two days.

That if any person shall refuse or fail to pay his poll tax due to said town after demand has been made by the tax collector, then upon complaint made to the Mayor of said town, it shall be lawful for and the duty of the said Mayor to issue warrant for said delinquent taxpayer and to order and require him to work upon the streets or other public works until such delinquent tax payer shall have worked out the full amount of said taxes and costs.
Ordinance No. 31. That any person who shall refuse or fail to pay, upon demand by the tax collector, the privilege tax that the Board of Commissioners of said town shall from time to time levy, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined one dollar or imprisoned two days.
Ordinance No. 32. That any person pasturing, with any stock, any of the streets or sidewalks within the corporate limits of said town, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined one dollar, or be imprisoned two days.
Ordinance No. 33. That it shall be the duty of the town Marshall or policeman to arrest all persons violating, in his presence, any of the ordinances of said town and take said offender before the Mayor for trial. If the offender shall be intoxicated, then it shall be the duty of said marshall or policeman to confine said intoxicated offender in the lock-up and keep him there until he shall be in the proper condition to be taken before the Mayor for trial.
Ordinance No. 34. That any person who shall use any indecent or abusive language, cursing, swearing, or any loud or boisterous talking, halooing or any other disorderly conduct, shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined ten dollars or be imprisoned twenty days.
Ordinance No. 35. That in all cases where defendant shall be convicted before the Mayor of any misdemeanor and shall be sentenced to pay fine and costs and such defendant shall refuse or be unable to pay the same, it may or shall be lawful for the Mayor to order and require such defendant to work on the streets or other public work, until such person shall have worked out the full amount of the fine and costs of prosecution.
Ordinance No. 36. That any person who shall refuse to pay the tax collector on demand, tax levied on his dog or dogs, within the corporate limits of said town, shall be guilty of a misdemeanor, and upon conviction thereof, shall be fined double such tax so levied.
Ordinance No. 37. That the Mayor shall have discretion to remit wholly or in part any fine or penalty or term of imprisonment prescribed in any of the ordinances of said town.

The Mayor reported that there was a case of small-pox within the corporate limits of the town. The following resolution was adopted:
Resolved, that Frances Kent who has been pronounced by the county physician to be affected with Small-pox be sent to the pest house, and that all persons who have been exposed to her, be sent to the county detention house and quarantined.
On motion it was ordered that the house occupied by said Francis Kent be thoroughly disinfected and the old clothing burnt.
The secretary & Treasurer submitted his bond which was accepted. On motion it was agreed that the citizens of the Town be advised to have themselves vaccinated. Adjourned.

No. 40 The Board of Commissioners of the town of Mt. Pleasant do ordain that it shall be unlawful for any person or persons to erect or care [sic] to be erected or to maintain or use any building for the purpose of a stable within three hundred feet of the center of the cross streets in the corporate limits of said town . . .

. . . which are mentioned and designated in the charter of said Town as the beginning point of the boundary and any person or persons violating the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined fifty dollars or imprisoned thirty days.
No. 41 That any person or persons who shall rent and use any building as a stable within three hundred feet of the center of the cross streets shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined five dollars or be imprisoned ten days for each day such building shall so be used.

The Mayor explained the object of the meeting and called the meeting to order. On motion ordinances No. 40 & 41 were repealed.
That for the protection of the town of Mt. Pleasant against fire the following ordinances are enacted. First Be it ordained that a fire limit shall be established and that the said fire limit shall be the territory from the center of the cross streets in said town which are designated in the charter of said town as the beginning point . . .

. . . of its boundary extending three hundred feet in each direction; and it shall be unlawful without the consent of the Board of Commissioners of said Town, for any person or corporation to erect, alter or repair any wooden building within said fire limit and any person or corporation violating the same shall be fined fifty dollars and imprisoned thirty days. And that for each day such person or corporation continues to erect, alter or repair such building it shall constitute a separate violation of the ordinance. Second, That any person who shall assist in constructing or repairing any building prohibited in above section shall be guilty of a misdemeanor and upon conviction thereof, shall be fined fifty dollars or imprisoned thirty days.
On motion the rate of tax for the Town of Mt. Pleasant, NC for the year beginning in 1900 & ending in 1901 be Twenty five cents on $100.00 worth of property and seventy five cents on the pole [sic], and one dollar on each dog.

Pleasant relieve Mr. Heilig of all lumber which may be left on his hands already contracted for, at the rate of 75¢ per 100 ft in consequence of the change from a wooden building. Adjourned.

In view of the fact that a number of citizens have expressed themselves that the corporate limits of the town of Mt. Pleasant ought to be enlarged, therefore recommend that a petition be offered for signers, and in case majority of the citizens sign such a petition. Then advertisement be made that application be made to the next Legislature & amend the chapter of said charter accordingly. It was ordered that the Mayor get Jno. H. On motion ordered that the Treas. pay the Mayor $500 as .services for the year ‘99 & ‘00 and $5.00 dollars for the year ‘00 & ’01 and the Sec. & Treas $5.00 for his services [sic] as Sec. & Tres. and W. The mayor reported amounts pd out since last meeting for street work. On motion the account of Fisher & Miller for $128 was ordered to be paid.
On motion the following ordinance was adopted (#39):
Any person or persons within the corporate limits of the town of Mt. Pleasant NC, who shall carry from place to place or set up at any place (and not doing a permanent business) any goods, wares or merchandise and offers to sell or barter the same or actually sells or barters the same, shall be deemed to be a peddler and shall pay a license tax of One dollar per day to the tax collector. Anyone failing or refusing to pay the above tax shall be guilty of a misdemeanor and upon conviction thereof shall be fined Two dollars for each offence [sic] or to be imprisoned Five days. This ordinance shall not apply to those who sell farm products.
On motion the Mayor was authorized to employ special policemen for the Christmas holidays.
On motion the tax books, which show a total of $24235 were turned over to the Tax Collector with instruction to collect the same at once. Minutes read and approved. Adjourned.

On motion an election for Mayor and five Commissioners was ordered to be held on the first Monday in May. An entire new registration was ordered – the registrar to receive 3 cents for each name registered. It was ordered to pay Judges of election Fifty cents per day. S. T. Sifford was appointed registrar & J. M. Shuping & A. M. Nussman, Judges. On motion a committee consisting of the Mayor was appointed to inquire into the cost and feasibility of lighting the town by electricity. Adjourned.

Board met. All present except Jno H. Long. C. G. Heilig Sec & Treas tendered his bond with A. M. Nussman & Jesse Skeene sureties which was accepted. The privilege of erecting a telephone system in the corporate limits was granted the Concord Telephone Co. as follows:
Section 1. That the Concord Telephone Co. its successors or assigns be and are hereby granted rights of way for the erection and maintenance of poles & wires with the necessary appurtenances thereunto for the transaction of a general telephone business through, upon and over the streets, alleys and public grounds of the town of Mt. Pleasant, NC.
Section 2. In consideration of the use of the streets and alleys as herein provided and granted, The Concord Telephone Co. agrees to give the town the free use of its poles to put in any fire or police alarm they may desire.
Section 3. Any person who shall maliciously or wrongfully interfere with, cut, injure, or remove or destroy any of the poles, wires, fixtures, instruments, or other property of said company within the corporate limits of said town of Mt. Pleasant shall be deemed guilty of a misdemeanor and on conviction thereof shall be fined $1000 or imprisoned 30 days.
Section 4. When it is necessary for the telephone wires and electric light or power wires to cross each other a span of at least 3 feet shall be preserved between the former and the latter, and if it is necessary to raise or lower any wire in order to preserve this distance, the expense thereof shall be borne by the company doing the latest construction. Proper guard wires shall be placed and maintained by the high power Co. . .

Section 5. No strong current wires shall be attached to or supported by the telephone poles or crossarms.
Section 6. That the poles or supports of wires of said Co. be put at points on streets not objectionable the Board of Com. of said town of Mt. Pleasant, and when it shall become necessary to move any poles or said company, the company agrees to do so at its own expense.
Section 7. This ordinance shall take effect and be in force from and after its passage.
Provided – That nothing in the foregoing sections shall prevent or prohibit any person, firm or corporation from putting in any of the streets, alleys or grounds of said town a telephone system at any time for private or public use.

A petition signed by 54 citizens asking that a tax be levied on dealers in fresh meats was presented & read. The following action was taken: It is hereby ordained that any person, firm or corporation offering to sell fresh meats within the corporate limits of the Town of Mt. Pleasant be required to pay a privilege tax of $100.00 per annum.

The provisions of this action are not to apply to dealers in port and to farmers selling beef and mutton of their own raising by the quarter. This action to take effect on the 15th of April 1904. Adjourned.

The Board of Commissioners met at the call of the Mayor. All members present. The object of the meeting was to take under consideration of the granting a franchise to the Bell Telephone Co. On motion the following ordinance was adopted. [The following Ordinance was on pre-printed form attached to page 122 of the Board of Commissioners Minutes Ledger. It was apparently a standard form provided by Bell Telephone to those municipalities which granted them a franchise. ]
AN ORDINANCE
Authorizing the Southern Bell Telephone and Telegraph Company to use the public streets of the Town of Mount Pleasant, N. C. for the purpose of placing poles and electrical conductors thereon.
Section I. Be it ordained by the General Council Mayor and Commissioners of the Town of Mount Pleasant North Carolina that permission be and the same is hereby granted to the Southern Bell Telephone and Telegraph Company, its successors and assigns, to erect, operate and maintain lines of telephone and telegraph, including the necessary poles, fixtures and electrical conductors upon, along and over the public roads, streets and highways of the Town of Mount Pleasant as its business may from time to time require, provided that all poles shall be neat and symmetrical.
Section 2. That the work of erecting poles by virtue of this ordinance shall be done under the supervision of the street committee, and the said Southern Bell Telephone and Telegraph Company shall replace and properly relay any sidewalk or street that may be displaced by reason of the erection of such poles, and upon failure of the Company so to do, after twenty days’ notice in writing shall have been given by the Mayor of the town of Mount Pleasant to said Company, the Town may repair such portion of the sidewalk or street that may have been disturbed by said Company, and collect the cost so incurred from said Company.
Section 3. In consideration of the rights and privileges herein granted, said Company shall provide one cross-arm on each pole for the free use of the police and fire alarm system of the Town of Mount Pleasant.
Section 4. Said Company shall at all times be subject to the Town ordinances now in existence or which may hereafter be passed relative to the use of the public streets by telephone and telegraph companies.
Section 5. Said Company shall indemnify the Town of Mount Pleasant against, and assume all liabilities for damages which may arise or accrue to the Town of Mount Pleasant from any injury to persons or property from the doing of any work herein authorized, or the neglect of said Company or any of its employees to comply with any ordinance relative to the use of the streets of said Town, and the acceptance by the Company of this Ordinance shall be an agreement by it to pay the Town of Mount Pleasant any sum of money for which the Town may become liable from or by reason of such injury.
Section 6. Said Company shall file with the Clerk of the Council Commissioners of the Town of Mount Pleasant its acceptance of this Ordinance within sixty days from the date when it shall take effect.
Section 7. This Ordinance shall be in force from and after the date of its passage

C., for the purpose of placing poles and electrical conductors thereon”, which was adopted by the Mayor and Commissioners of the said Town at their meeting held on January 20th, 1905, this Company hereby respectfully files with the Clerk of the Commissioners of said Town of Mount Pleasant, N. The board of Commissioners met at the call of the Mayor. All members present.
On motion accounts for street work to the amount of $4589 were ordered to be paid. On motion an election for Mayor and five Commissioners and two school commissioners was ordered to be held on the first Monday in May next. On motion C. G. Heilig was appointed registrar and A. M. Nussman and A. W. Moose, Judges. On motion Mr. L. E. Heilig was granted permission to make alterations in his store building provided that he will cover and side the same with iron. On motion Mr. W. R. Kindley was granted permission if he desires to take away the roof & porch to the old Misenheimer store. Adjourned.

The Board of Commissioners met. At the recent election held on the 1st Monday of May, H. C. McAllister was elected Mayor and A. N. James, J. H. C. Fisher, J. D. Beaver, R. M. Blackwelder and C. G. Heilig were elected commissioners. Who were all present. The Mayor was qualified by Jonas Cook, J. P. and the commissioners by the Mayor. C. G. Heilig was elected Sec & Treas. Jas. L. Lefler was elected Town Marshall. L. A. Lentz was elected Assistant Town Marshall.
On motion the room of L. E. Heilig was rented for Mayor’s office at rental of $5.00 per year. On motion a special tax of 75cts was levied on dogs the tax to be collected by the 1st day Aug 1905. The Sec was instructed to secure tags. Adjourned

The Board of Commissioners met at the call of the Mayor. All members present.
On motion it was ordered that the Mayor have the street leading from Main Street to the Lutheran Cemetery widened and have sidewalks made in order to make room for increased travel caused by a new public road leading northeast from the cemetery.
On motion the extension of College Street leading south from Franklin St. was ordered to be widened and a sidewalk made on east side of said street. The Treas reported that on the night of May 31st 1905 burglars had blown open his safe & stolen [all] of the town funds $94.92. On motion it was ordered that hereafter the Treas be required to keep the town funds in a bank.
On motion the amounts paid out by the Treas for street[s] were read and approved. On motion a committee consisting of the Mayor, J. H. C. Fisher, and A. N. James was appointed to look into the matter of purchasing a suitable building to be used as a town hall. Adjourned.

Mt. Pleasant, NC March 2nd 1906
The board of Commissioners met at the call of the Mayor. All members present.
The Committee appointed at last meeting to look into property for a town hall reported that they had attended to that duty and had secured a building and lot from Dr. M. A. Foil at a purchase price of $275.00 and tendered a deed from Dr. Foil for the same. On motion the report of the Committee was received and their action in the purchase of the property was endorsed.
On motion it was ordered to pay Dr. Foil $75.00 cash and to give him two notes of $100.00 each one payable on or before the 1st day of Jun 1906 – the other payable on or before June 1st 1907. On motion the Sec. was instructed to investigate the cost of an iron cell for the town Hall and report to some future meeting.
On motion the secretary was instructed to take out insurance on the town hall. Adjourned.

The Board of Coms. met at the call of the Mayor. Present H. C. McAllister, Mayor, J. H. C. Fisher, J. D. Beaver & C. G. Heilig. Absent, A. N. James & R. M. Blackwelder. The Sec. reported that he had the town hall insured for a term of 3 years for $200.00 at a premium of $17.20 for the 3 years.
On motion the Sec was instructed to purchase lamps and six chains for the town hall.
On motion the regular annual election was ordered to be held on the first Monday in May or Mayor and five Commissioners also one school commissioner to full out the unexpired term of the late Dr. C. H. Barnhardt. On motion C. G. Heilig was appointed Registrar and A. M. Nussman and S. T. Sifford, Judges. Adjourned to meet Monday night Apr 2nd 1906 at 730 PM.

The Board of Coms. met pursuant to adjournment – All members present.
The matter of electing an additional policeman for the town was brought up and discussed at some length & the following action taken : On motion George A. Boger was elected or appointed policeman and street worker for one year his term to begin on or before the 10th of Apr 1906 at a salary of $25.00 per calendar month to be paid monthly.
He shall perform all the duties as proscribed in the charter of the town for Town Marshal and in addition it shall be his duty to work the streets – keep the same in good repair under the advice of the Mayor. It shall be his duty to put in all his time on the streets in seasonable weather when not occupied in public work.
The Board of Commissioners shall have power to terminate his contract at any time upon the willful neglect of duty on the part of the policeman. Adjourned

The Board of Commissioners met pursuant to adjournment. All members present. C. G. Heilig Treas. made a report of the receipts & disbursements of the funds of the Board of School Commissioners. On motion the report was received and ordered to be posted.
On motion it was ordered to pay and take up the note due Dr. M. A. Foil for $100.00 and interest, due June 1st; also H. C. McAllister $10.00 for services as Mayor. C. G. Heilig $10.00 services as Sec. & Treas; Lowder & Fisher 50¢ for horse on street; A. M. Nussman and S. T. Sifford 50¢ each – Judges of election; C. G. Heilig 75¢ Registrar. On motion it was decided that this board did not see its way clear to grant the petition of Mr. A. M. Nussman to build an addition to this store and respectfully referred him to the newly elected board of Commissioners. Adjourned.

I will not wittingly or willingly take, by myself or any other person for me, any fee, gift gratuity or reward whatsoever for any matter or thing by me to be done by virtue of my office, except such fees as or may be directed and limited statute; but well and tidy I will do my office of Mayor. The Board of Commissioners of the Town of Mount Pleasant NC met in the town hall on the 4th day of June 1906 at 8 o’clock PM. There were present, Paul Barringer, Mayor, Jonas Cook, A. Walter Moose, James L. Peck, John B. McAllister and Augustus N. James. The oaths of the Mayor and the Commissioners were duly taken and ordered to be filed and the same are attached to page 128 of this book. On motion of Augustus N. James, Jonas Cook was elected Secretary and Treasurer of the Board of Commissioners. On motion of A. W. Moose, George A. Boger was elected town Constable for the year from and after the 1st day of June 1906, and was requested to file with the Board his bond of $400.00. On motion of James L. Peck, the Mayor was authorized to purchase a suitable policeman’s badge for the use of the Constable. On motion the meeting was adjourned subject to the call of the Mayor.

The Board of Commissioners, at the call of the Mayor met. All present. The oath and bond of the Constable were presented, approved and ordered to be filed. Also the oath and bond of the Treasurer of the Board were presented, approved and ordered to be filed. The oaths and bonds of the Constable and Treasurer are attached to page 128 of this book. On motion the Mayor was ordered to have the Deed for the town hall recorded in the officer of the Register of Deeds for Cabarrus County. The Mayor was appointed to make inquiry about an iron cage to be installed in the town hall and report cost of same to the board. The meeting then adjourned subject to the call of the Mayor.

The Board of Commissioners met at the call of the Mayor. Present, Paul Barringer, Mayor, A. W. Moose, J. B. McAllister and Jonas Cook commissioners. On motion of A. W. Moose, L. A. Lentz was granted permission to cover his back piazza provided the same be done with some incombustible material.
On motion of A. W. Moose, the Mayor was authorized to open up new streets in the eastern part of Mt. Pleasant to connect with the new road coming from Jno D. Barringer’s farms and to bridge the waudies And ditches. At this point James L. Peck came into the meeting.
On motion of A. W. Moose it was ordered that the policeman be relieved of working on the streets, and that he be allowed the fees allowed by law on all papers that he shall serve instead of the twenty-five dollars per month heretofore allowed.
On motion of James L. Peck, Columbus H. Hartsell was elected assistant policeman. On motion of J. B. McAllister, the matter of working on streets was put in the hands of the Mayor.
On motion of A. W. Moose, Jonas Cook was elected Mayor pro-tem, to act in the absence of the Mayor.
On motion of J. B. McAllister the meeting was adjourned subject to the call of the Mayor.

The Board of Commissioners of the town of Mt. Pleasant NC met at the call of the Mayor. Present Paul Barringer Mayor, J. L. Peck, A. W. Moose, J. B. McAllister, and Jonas Cook – Commissioners.
On motion of A. W. Moose, seconded by J. B. McAllister the tax on real and personal property was fixed at 30 cts on the $100.00 worth of property and the poll tax was fixed at 90 cents on the poll. The dog tax was fixed at 75 cents on each dog. The tax on peddlers of wares and merchandise was fixed at $2.50 per day for each day or fractional part he may peddle within the corporate limits of the town. The tax on retailing beef was fixed at $10.00 per annum.
On motion of Jas L. Peck, sec[onded] by A. W. Moose, Cook & Foil were granted permission to repair the Bangle House provided they put a metal roof on the parts repaired. They were granted permission to patch the roof in the main part of the house. On motion the Mayor was authorized to employ a policeman. On motion the secretary was ordered to make out the taxes. On motion the meeting adjourned to meet at the call of the Mayor.

The Mayor & Com. of Mt. Pleasant met at the call of the Mayor. On motion of A. W. Moose secd by J. B. McAllister it was ordered that A?? Wallis be permitted to operate his flying Jenny within the corporate limits by paying a tax of Two dollars a day or a fractional part of a day. The tax to be paid in advance for each day he may run his machine. He is not to run it later than 8 o’clock P. M. and he will be required to police the grounds on which the uses his machine. Nov.

The Mayor and Commissioners met in session. A. N. James absent. On motion it was ordered that we petition the legislature of NC to so amend the Charter of Mount Pleasant as to give the Commissioners of said town the authority to levy a tax of not less that $25.00 nor more than $40.00 per annum on all dealers in fireworks and torpedeas [sic] & etc. The secretary was authorized to write the representatives of Cabarrus County asking them to have the Charter so amended. On motion it was ordered that our representatives in the Legislature be requested to use their influence to have the Constitution and laws of NC so changed as to give the Commissioners of the cities and towns of NC [the authority] to expend the fine moneys to the improvement of the streets of said cities & towns. The Board of Commissioners of the town met this day at the call of the Mayor. Present Paul Barringer Mayor and A. W. Moose, Jno. B. McAllister and Jonas Cook Commissioners.
On motion of A. W. Moose it was ordered that an election be held on the first Monday in May 1907 to elect a Mayor and five Commissioners to succeed the present board of Commissioners, and also to elect three school commissioners for the term of 4 years to succeed A. W. Moose, C. G. Heilig, and D. H. McEachern whose terms will expire.
On motion A. W. Moose, C. G. Heilig was appointed Registrar and Jesse Shuping and W. R. Blackwelder judges for this election. On the meeting adjourned subject to the call of the Mayor.

The Board of Commissioners of Mount Pleasant met. Present Jno. H. Keller Mayor. J. H. C. Fisher, David McEachern, A. W. Moose, Alonzo Blackwelder and Jonas Cook Commissioners. Jonas Cook was elected Secretary and Treasurer. Jonas Cook, J. P. qualified J. H. Keller as Mayor; and J. H. Keller as Mayor qualified each of the Commissioners. The Mayor was requested and authorized to fix up the streets in as good manner as he can before commencement: also D. H. McEachern was authorized to trim the shade trees along the sidewalks. It was ordered that the accts of Cook & Foil Co. of $36.92 be paid by the Treas. On motion the meeting was adjourned subject to the call of the Mayor.

The Board of Commissioners met. All present. On motion D. H. McEachern was ordered to open up the street by Zeb Cox’s on toward Mess. M. E. Johnson’s. D. H. McEachern was ordered to secure the road scrapes and give the streets and sidewalks a through working.
On motion it was decided that the services of the policeman have not been satisfactory to the board and that the Mayor so inform him. On motion the Mayor J. H. Keller, D. H. McEachern and Prof J. H. C. Fisher be a committee to secure the services of Columbus Hartsell as policeman or some other person and that the contract be reduced to writing. Adjourned subject to the call of the Mayor.

Mr. Rutherford, representing Jones Traveling Shows, appeared before the board and asked permission to exhibit his shows in Mt. Pleasant Friday Sept. 29. On motion of commissioners moved that permission was granted on payment of $5.00. Adjourned to meet next Wednesday night.

The commissioners met. Present J. H. Keller, Mayor. A. W. Moose, D. H. McEachern, Prof. J. H. C. Fisher, A. Blackwelder and Jonas Cook. The matter of the pump at the public well came up for discussion. On motion the committee was continued and requested to see Mess. Ritchie Hdw. Co. and tell [them] that the pump is not satisfactory.
On motion it was ordered that Rev. Paul Barringer be reimbursed to the amt. of $1000 .for Attony fees.

The Mayor was instructed to find a suitable man to collect the taxes.
On motion the taxes was [sic] fixed as follows viz: Poll 90 cts. Real and personal property 30 cts on the $100.00 worth of property and 75 cts on each dog. On motion the special tax of beef was fixed at $10.00 so long as the beef marked is kept open. The population of the town was found to be 757 by the school board. They agreed that the Commissioners have their consent to lower the street not more than one foot at the steps. On motion it was ordered that work begin on grading the street in front of said Church. On motion the manner of doing the work was put in the hands of the Mayor & Mr. D. H. McEachern. On motion the Treas. was ordered to pay Yorke & Wadsworth Co. $20.00 for piping. Ordered that D. H. The Mayor and Commissioners met. Present J. H. Keller, Mayor; A. W. Moose, D. H. McEachern, Prof. J. H. C. Fisher, A. Blackwelder and Jonas Cook. On motion A. W. Moose was appointed a committee to have the party from whom the pump at the public well was purchased to put the same in a good and satisfactory condition. ; and failing to have it so fixed to take it out of the well [and] to put in a good pump. On motion of Prof. J. H. C. Fisher it was ordered that so long as the beef market was kept closed any person may, if he chose to do so, sell beef within the corporate limits of the town. On motion the policeman was allowed 25 cts for every dog he may have to kill for the non payment of taxes or other causes. Lewis D. Faggart was elected policeman on an salary of $100.00 per annum. He will turn over to the Treasurer of the Com. the fees he may collect. He was also elected tax collector and required to execute a bond of $800.00 and be sworn into office. On motion it was ordered that A. W. Moose be paid $1.06 for the tax books he furnished to the town. Lewis D. Faggart was ordered to assist A. H. McEachern to find the ladders and have same put and kept in the proper place. Adjourned.

The Commissioners met at the call of the Mayor. Present J. H. Keller, Mayor, D. H. McEachern, A. W. Moose, A. Blackwelder, Jonas Cook and J. H. C. Fisher. On motion it was ordered that an election be held on the first Monday in May next, to elect a Mayor and five commissioners. On motion L. S. Shirey was elected Registrar and D. D. Barrier and S. T. Sifford were elected judges to hold said election.
On motion the Mayor was requested and authorized to borrow sufficient funds to pay for the improvements done in the town. It was ordered that the tax collector proceed to collect the remaining uncollected taxes by law. Adjourned.

Ordered that the Registrar revise the registration books so as the books shall show an accurate list of the qualified voters of the town. On motion Jonas Cook, Prof. C. L. T. Fisher and A. W. Moose were appointed a committee to look out for a suitable place for a union cemetery and ascertain the sentiment of the citizens on such a movement. On motion it was ordered that the Board of Commissioners execute a note for J. Frank Lowder for the sum of Two hundred ninety four and 73/100 Dollars the amt. due Lowder & Kluttz for moving 885 yard of dirt of the hill near the M. E. Ch.

McAlister a committee appointed by the old board to assess damages if any due Mr. Zeb H. Cox by new [road] coming by his lot from Tuscarora cotton mill report that it was their decision that he was not due any damage provided that not more than half of the road be on his lot. 2 [On Tue May 4, 1909, the Concord Daily Tribune reported. “Mt. Pleasant has a system of politics all her own, and not even tthe wisest are able to figure results ahead of their appearance. Town politicians we have but so astute are their workings that it is little short of impossible to get connection with the political wires. This was made clear in yesterday’s elections. To the average observer and inquirer into things municipal there was nothing doing in political circles, yet the day brought forth developments indicative of the fact that a wireless system had been freely employed. Two well groomed tickets – the one headed by Dr. A. W. Moose for mayor and the other by the present incumbent, Mr. J. B. McAllister – were in the field with the rising of the sun. The heavy vote cast and the general interest shown by the friends of the opposing candidate were but the results of the wireless in-town politics. Mr. J. B. McAllister proved to be the successful candidate, being elected for a second term . . .” (Moose was a Republican and McAllister was a Democrat)]
